BJP sniffs ‘Cong hidden agenda’

ITANAGAR, Nov 24: The State Bharatiya Janata Party, which has been mounting pressure on the ruling Congress Government in the state to resign for allegedly being reduced to minority govt., has urged the Raj Bhawan to either advance the session of the state legislative assembly or summon a special session to clear air on the current political situation.

The party observed that there may be some hidden political agenda of the ruling government behind the long political stalemate in Arunachal Pradesh. It urged the Governor to act swiftly to end the long political stalemate by summoning the session of the assembly without any further delay, stated a state BJP release.

Meanwhile, State BJP president Tai Tagak has congratulated his Manipur counterpart Chouba Singh and his team for winning both the bye-elections to 05-Thongju and 09-Thanmeiband Assembly seats in Manipur defeating rival Congress party candidates, the results of which were declared today.

 

Govt may seek NERIST, NIT expertise

ITANAGAR, Nov 24: Government of Arunachal is reported to be exploring the possibilities of using expert from NERIST and NIT, premier engineering institutes in the state to monitor the road projects, so that quality is not compromised. The plan is to start the monitoring project in the Capital Complex and take it to the rest of the state, said senior government official.

The decision was prompted by report of poor quality work in the ongoing construction of CC road and widening of national highway, which the government has taken seriously.

While talking to this daily, the official informed that they have received complaint from several quarters and matter has been raised with PWD officials.

“PWD has assured that quality work will be done. In coming days, we should expect more strict supervision of both CC road and national highway widening project,” informed the govt. official.

He also added that government will take strict action against both engineers and contractors if they are found to compromise with the quality.

VKV, Itanagar Science Exhibition 2015

ITANAGAR, Nov 24: A science exhibition was organised by the Billey Science Club of VKV Itanagar for students of Class III to XII. A total of 150 students exhibited their innovative science models in the daylong event.

Curator, Science Centre, Vivek Kumar, DN College, HoD Dept. of Physics, Dr. Anuradha Panigrahi, Incharge for Himalayan Studies, Prasanna Samal and CWC, E.E, DC Bhatt were the judges and gave feedback to the students. The best 20 models were selected for awards.

 

Job Mela at Koloriang and Ziro

ITANAGAR, Nov 24: The Job Mela cum selection of candidates for undergoing training under Chief Minister’s Skill Development Programme are being held as per schedule across the state.

Such Job Melas and skill development awareness training and rallies for selection of candidates were held at Koloriang and Ziro today.

At Koloriang, 150 unemployed youths have enrolled during Job Mela -cum- Skill Development Awareness and Trainees’ Selection Rally at Halipad Ground.

The programme was inaugurated by Yowa Tapu, ADC, (I/c Deputy Commissioner, Kurung Kumey). He expressed optimism that this Job Mela will go a long way in building careers of many unemployed youths.  Encouraging the selected unemployed youths to avail the benefit of this youth friendly opportunity that the Government has conceived, the ADC advised the youths to make proper use of the time, energy and opportunity during their training period, so that they are really worthy to be absorbed in any public or private sectors once their training is over.

Attending the Job Mela, Dr. Joram Anu, District Planning Officer, Kurung Kumey District called upon the participants to be sincere, dedicated and honest towards the chosen trade. He said that the state Government is vigorously pursuing to create one lakh jobs within the 14th Five Year Plan.

In his key note address, P. Wangjen, ADI, Koloriang explained details of the programmes and policy of Job Mela –cum- Skill Development Awareness and Trainees Selection Rally- 2015 in every district headquarters of the state.

Bamang Chai, District Coordinator on Skill Development and Employment Generation also spoke on the occasion.

At Ziro, the programme was organized at Abotani Hall, Hapoli today by the Department of Skill Development, Govt. of Arunachal Pradesh.

Joint Director of Industry (JDI) Gyati Mali emphasized on more publicity of the CM’s flagship programme to attract unemployed youths even from the remote villages. He suggested for providing the District Industries Department with vouchers and pamphlets of the vocational training providers to facilitate better consultations with the candidates.

All together 10 vocational training providers from across the country took part and 138 trainees enrolled for training at Ziro. DIPROs

 

PFMS training for block officials under NHM

ITANAGAR, Nov 24: State NHM, Mission Director, P.N. Thungon has asked the trainees to upgrade their skills in accounts maintenance and keep themselves abreast of the latest technology in financial accounting to ensure efficient utilization of funds and transparent recording and reporting system under National Health Mission (NHM).

He was addressing at the training programme on Public Financial Management System (PFMS) organised by the Arunachal Pradesh State Health Society for Block Accounts Manager under National Health Mission (NHM) from Nov 16 to 23 at the Mission Directorate, Naharlagun.

Thungon pointed out that financial management policy of the Govt. under NHM is regularly updated to ensure higher level of transparency and accountability in fund management, adding that accounts officials need to keep pace with the advancement in the accounting technology of the modern world.

All the accounts officials working in the 84 blocks of the State successfully underwent the hands-on training on Public Financial Management System (PFMS) which was conducted by resource persons from Financial Management Group (FMG) of the Mission Directorate comprising Arup Paul, State Finance Manager & Nodal Officer (PFMS) and State Audit Manager, Rohit Jomo under the overall supervision of the Training Nodal Officer, Dr. Tara Taku.

Speaking in the training, Additional Mission Director, Habung Lampung advised the participants to handle the funds carefully and try every possible way so that each and every penny meant for targeted beneficiary reaches while there should not be any scope for pilferage.

Director (Finance) of National Health Mission, Habung Youngbow, dwelt at length on the duties and responsibilities of accounts personnel under NHM in terms of accounts maintenance, financial reporting and financial management. He informed that for the first time in the State, Direct Benefit Transfer (DBT) through PFMS has been operationalised in 16 districts and a total of 1692 agencies and 996 ASHA were registered in PFMS under NHM.

 

Org against shops opening till late

ITANAGAR, Nov 24: Informing that many shops in Banderdewa market area remain open till late midnight creating nuisance in the area, the Banderdewa Circle Youth Organization has urged Capital DC to issue strict directive for closing the shops by 8 PM.

It also raised question on the alleged selling of alcohols by many hotels, restaurants and shops.

Arunachal to take part in Kolkata Book Fair

ITANAGAR, Nov 24: Publishers from Arunachal Pradesh, Assam  and Nagaland will participate in the 40th edition of the International Kolkata Book Fair (IKBF) that begins at Kolkata on January 27. Organised by the Publishers and Booksellers Guild, the 12-day event will be inaugurated at Milan Mela on January 25 by West Bengal Chief Minister Mamata Banerjee.

The IKBF will focus on Bolivia as its theme country and Vietnam will participate as the special guest of honour country celebrating 40 years of the Vietnam War. Guatemala, Norway and China are the fresh entrants this year. Of the 600 book stalls, around 50 will be from Indian states, excluding Bengal, according to sources.

 

Lohit DA to check unruly, rash driving

ITANAGAR, Nov 24: Lohit District Administration will tighten vigil on unruly and rash driving within Tezu Township.

The district administration has constituted a six-member committee headed by the EAC (Jud)/Town Magistrate as chairman and DSP/ASP, DTO, MVI, OC in-charge of Tezu Police Station and Traffic Cell to check cases of traffic violations.

The Board members will conduct unannounced checking of motor vehicles twice in a week and also meet every Friday at 3.30 pm in the office of the chairman to chalk out the details of checking and submission of report. It will also organize awareness campaign on safe driving on the road among public, informed Lohit Deputy Commissioner.

 

Traders booked

ITANAGAR, Nov 24: A team of officials of Legal Metrology and Consumer Affairs department, Basar conducted checking in various shops and business establishments at New Market and surrounding areas and booked several traders and shopkeepers for violation of provisions under Legal Metrology Acts and Rules.

During inspection, the team found the traders selling packaged commodities beyond maximum retail price printed on the label. Some of the traders were also found transacting business by using unverified weights and measures. A total of 12 irregularities were detected during the checking drive and all the cases were booked under the provision of the law, informed Gorik Dirchi, Controller, Department of Legal Metrology and Consumer Affairs, Naharlagun.

The Department appealed to all consumers of the area to keep vigil on unscrupulous trade practices and requested the citizens to come forward with their grievances either to the nearest office of Legal Metrology & Consumer Affairs department, or lodge complaints before nearest District Forum.

The Department also appealed to the traders to avoid any kind of malpractice like hooking of weighing balance, use of stone/iron pieces as weights, smudging of printed price etc.

 

SP emphasises on community policing

PASIGHAT, Nov 24: East Siang Superintendent of Police, R.S. Chauhan stressed for community policing and community participation of the police officers in the handling of affairs. He was speaking at a consultative meeting on Monday with the police officers to take stock of the present law and order situation of the district.

During the interaction, the SP called on the officers to be sincere, dedicated, punctual, careful and disciplined. He also called for delivering prompt services to protect life and property of the citizens, especially for children, women and senior citizens with a mission to bridge the gap between the police personnel and public.

Free yarn distributed to weavers at Dirang

BOMDILA, Nov 24: Minister, Hydro-Power Development and Animal Husbandry, Veterinary & Dairy Development, Phurpa Tsering distributed free yarn to 139  weavers of Dirang and Thembang blocks under “Chief Minister Grant Loin Loom Scheme” at the conference hall of the National Research Centre on Yak, Dirang on Monday.

Speaking on the occasion, Tsering said that as the traditional dress of Monpas was designed keeping in view of the cold climatic condition of the area, efforts should be also made to produce separate fabrics which can be suitable for the warm climate also.

He announced to keep a provision of Rs.15 to Rs.20 Lakhs from his MLALAD Fund to provide the incentives to the poor and needy weavers of Dirang area.

Speaking on the occasion, Additional Deputy Commissioner, Dirang, Dagbom Riba called on the weavers to take up weaving of Khada as it has the potential to uplift the economic condition of the weavers. Encouraging the weavers, he said that, the weavers should continue to preserve and promote their rich traditional dresses.

Earlier, highlighting the details of the Chief Minster’s Grant Loin Loom Scheme, Deputy Director of Textile & Handicrafts, Bomdila, Dorjee Phuntso urged the weavers to make best use of the benefit extended under the flagship scheme.

 

ALA conducts Moot Court

ITANAGAR, Nov 24: The Moot Court competition of Arunachal Law Academy (ALA) was organised by the Moot Court Society in the Moot Court Hall of ALA.

The case of the Moot Court was on the topic- ‘Euthanasia’ which became a global concern after the death of Aruna Shanbaug in Mumbai, stated a release.

The first day of the annual show witnessed a fair but disciplined competition amongst the rival participants. Four teams were made counsels for petitioner while four teams were counsels for the respondent. The teams made replies to tackle the arguments of their opponents but also the questions put to them by the judges. The second day of the competition was for the final between the two best teams of the competition. The judges declared counsels for petitioner as winner and counsels for respondent as runners up. The award for the best memorial was given to D. Dohu Robin and team. And the best mooter award was given to Pekyum Kayi.

 

Governor, CM extend festival greetings

ITANAGAR, Nov 24: Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki in separate messages has extended Chalo Loku greetings to the people of the State.

The Governor expressed the hope that the socio-religious festival will be the binding force amongst the communities and also help in showcasing the cultural mosaic of the State.

On the auspicious occasion, the Governor joins the Nocte community in offering prayer to ‘Almighty Rang’ for peace, prosperity and well being of all, stated a Raj Bhawan communiqué.

The Governor also conveyed warm greetings to all, particularly the Sikh community, for the Guru Nanak Jayanti. He expressed hope that the occasion will help all in imbibing Guruji’s divine ideals of humanity, equality and brotherhood.

Meanwhile, Chief Minister Nabam Tuki today conveyed his best wishes on the auspicious occasion of Chalo Loku festival to the people, especially those belonging to the Nocte community.

“Like all our festivals, Chalo Loku also fosters love, unity and brotherhood. Let us share happiness and joy with our fellow beings and invoke the blessings of the Almighty Rang for good crops, health and happiness for all,” Tuki said in the message.

He called upon all to join their Nocte brethrens in the three-day festival and come together in protecting traditional systems of celebrations.

 

APSCW condemns rape

ITANAGAR, Nov 24: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar has vehemently condemned the rape of a 17 years old minor girl by IRBN personnel at Naharlagun.

In a release APSCW stated that, if a person who has been trained for the safety and security of the society goes against the law, whom would the society, rely on.

The APSCW has written a letter to the Superintendent of Police Itanagar Capital Complex to expedite the case and award exemplary punishment to the culprit under relevant sections of the law, stated the release.

 

Govt is stable

BASAR, Nov 24: The GoAP led by Chief Minister is strong and sound, PWD Minister Gojen Gadi said terming the instability rumours as baseless while addressing the PRI leaders and public at a function here on Monday.

Pointing out that he has already given a new thrust to education and health sectors, Gadi said that the efforts would continue to achieve all-round development.

 

Stop road widening, demands AYO

ITANAGAR, Nov 24: The Arunachal Youth Organization (AYO) has demanded for immediate stopping of the ongoing road widening work from Banderdewa to Itanagar saying that it is wastage of fund as the project of four lane highway has already been sanctioned for the portion.

In its representation to the chief secretary, while also saying that the work done is not upto the mark, it claimed that the PWD has not obtained NOC from BSNL and PHED for carrying out the work.

Instead of making unnecessary expenses, GoAP should build roads, bridges and culverts in remote areas of the state where there are no roads, the letter read.

 

Public apology demanded from Taga

ITANAGAR, Nov 24: The All Papum Poma Students’ Union (APPSU) has demanded public apology from leader of opposition Tamiyo Taga for saying that Arunachal Pradesh Legislative Assembly Speaker cum Doimukh MLA Nabam Rebia was involved in Tarasso firing incident during a press conference held on November 20 last.

In a release while saying that the statement has shocked people of Tarasso circle, it urged him not to politicize Tarasso incident.

Cargo helicopters to replace PDS

head load carriage system

ITANAGAR, Nov 24: The existing head load system of distribution of food grains under PDS items will be replaced with cargo helicopter lifting with immediate effect. The state govt will not accept any proposal for extension of head load carriage contract.

This was informed by the Principal Secretary Finance Satya Gopal during a video conferencing with all the Deputy Commissioners and District Food & Civil Supplies Officers.

He asked Deputy Commissioners to give necessary inputs on creation of civil supplies corporation. He said that computerization of TPDS is must under NFSA.

The conferencing was held by the Chief Secretary Ramesh Negi with regard to overhauling of the activities of Food & Civil Supplies department on the line of high level meeting held on Nov 10, chaired Chief Minister Nabam Tuki and decision taken thereof in view of the implementation of National Food Security Act (NFSA).

All the existing old godowns located in the interior administrative headquarters where dropping of ration items by air sorties will be carried out are required to be either upgraded or new construction be taken up. Godowns should have sufficient space for stocking of six month’s food grains requirement of the people living in that particular administrative circles. DCs are to verify all godowns located in the interior administrative headquarters by their administrative officers and submit proposal for upgradation or new construction through BADP and other schemes. He also asked the DCs to ensure early submission of RE budget.

The key issues discussed were preparedness for implementation of the important Act and latest communication received from the ministry of Food, Public Distribution and Consumer Affairs, Govt of India.

In his address, Negi stressed on the need for sensitizations of provision of the NFSA through local bodies like Panchayati Raj, Municipal councils, Gaon Buras, Women SHG etc. The DCs have been asked to revisit AAY and priority household beneficiaries and directed them to minimize the gap especially short selection of the beneficiaries.  To maintain transparency in the distribution of food grains, the monitoring and vigilance committees at various level and the Local Panchayat/Municipal members be properly activated, he suggested.

For the convenience of aggrieved beneficiaries, complaint box should be installed in the offices of the SDO/EAC/Circle headquarters as well as in the DGROs in the district headquarters.  The DCs should ensure that Aadhaar seeding of the digitized beneficiaries by engaging the officials of the nodal department and the department of Food & Civil Supplies on priority basis, the CS added.

Secretary Food & Civil Supplies Gamli Padu informed that the decision has been taken to designate Arunachal Pradesh Commission for Women to function as State Food Commission in the initial stage.

He asked the district authorities to evolve mechanism to ensure proper supply and distribution of TPDS items be put in place. The consignment wise Dispatch Challans may be based for the purpose by demanding Dispatch Challan dully receipted by the FPS and countersigned by the members of the vigilance committees and Local Panchayat/Municipal Members and the Local Administrative Officers.

This should be properly compiled and recorded in the district office and use as reference for submission of periodical reports and for preparation of transport bills.  He also informed that all ADCs/SDO (Sadar) have been designated as DGROs and the DFCSOs designated as Nodal Officer under NFSA provisions.

The issue relating to allotment of land for FCI base depots in various districts too were discussed. The video conferencing was attended among others by FCI team headed by General Manager Chander Shekar and officers of the department of Food & Civil Supplies headed by in-charge Director Tojir Kadu.

 

 

Ministers, MPs concern over delay in North East projects

NEW DELHI, Nov 24: Union Ministers and MPs cutting across party lines on Tuesday expressed concern over the delay in completion of various development projects in the Northeast and asked the state governments to ensure their speedy completion.

At the 3rd meeting of the Consultative Committee for the DoNER Ministry held here, Union Minister Jitendra Singh said state governments have a tendency to seek funds for new projects while the ongoing projects remained pending for long. Secretary, DoNER, Naveen Verma informed the members that the backlog of projects now ran into more than Rs 2,000 crore.

Union Minister of State for Home Kiren Rijiju, who participated in the discussion as a special invitee, underlined that project delays are unacceptable.

Singh stresses on timely completion of DoNER projects by the state governments.

Participating in the discussion, former Lok Sabha Speaker and National People's Party MP P A Sangma said the DoNER Ministry and the North-Eastern Council should not merely act as funding agencies, but also plan and monitor the projects. Congress MP from Meghalaya Vincent H Pala proposed that vigilance and monitoring committee be constituted to oversee the timely execution of projects.

Members and the Union Minister also discussed the utilisation of Non Lapsable Central Pool of Resources (NLCPR). They also expressed concern over the delays in projects implementation and misappropriation of funds.  PTI

 

 

PWD delay in bridge, culvert work irks citizens

ITANAGAR, Nov 24: The inordinate delay in completion of the bridge at Papu Nallah near petrol pump and a culvert nearby Niba Hospital by PWD is causing untold misery to the motorists. The bridge and culvert were severely damaged during the monsoon season. At present two small Bailey bridges have been put up near petrol pump to cater to the needs of motorists.

However, even the conditions of Bailey bridge are precarious and motorists fear that it might collapse anytime.

“PWD should fast-track the construction of new bridge as the Bailey bridges might collapse anytime. However, they should also ensure that quality is not compromised,” shared a harassed commuter.

The delay in construction of culvert near Niba hospital is also causing concern to the road users.

“After lengthy delay, PWD has constructed one side of the culvert. But they are yet to construct the other one. Often heavy traffic jam is witnessed in the stretch due to delay in construction of the culvert,” shared another commuter. PWD should complete the construction of said bridge and culvert at the earliest, he added.

On the other hand, adding to the problems of the commuters, PWD is yet to start repairing cum re-carpeting of the capital road, even though the monsoon has ended.  The pathetic condition of Itanagar-Banderdewa road has become a motorist’s nightmare.

However, for the reason best known to PWD (highway), they are yet to start the repairing cum re-carpeting of Itanagar-Banderdewa stretch of national highway.

 

 

Winter sun

The cool winter evening breeze is calming after bout of humid summer which was followed by heavy rains and destruction.  New paddy has already arrived and so has oranges adding to the riot of colours in the vegetable markets in the warmer parts of the state.  But one can’t stop long to admire the many colours of winter.  Like many things in life, soon one realises that even the warmth of soothing winter sun comes at a cost because of our own doing.  Gusts of dust afflict you and bring you back to reality, in case of twin Capital towns. Forever a dusty and bad construction site, this winter too, citizens are confronted by dust because of road works. PWD and its contractors only know whether it’s worth it for the citizens to bear the dusts hoping for good roads that will last a season, at least. Even an average technologically challenged person can gauge that quality of work is being compromised, even though it is pet project of govt, beleaguered it may be. But we will bear it hoping for roads worth calling road. That’s typical of us Arunachalees, hoping against hope while we annoy each other with arguments how everything should be.

Winter also is time for picnics. Every village will have a picnic by the river, taking a well deserved break from hard agricultural work. As one move to the towns, the excuse to have a picnic gets bigger, ranging from clan to tribe picnics.

Perhaps some sulk and wonder why we would want to go to a picnic inviting just the clan members when we are worried about inclusive pan Arunachal!

It’s not only time for good occasions as winter also is the time, when maximum motor vehicular as well as fire accidents will happen. The comforting winter sun makes us forget the bad roads, as speeding drivers and bikers compete with each other, feeling invincible. But then our reality is that roads are bad and we don’t have emergency medical facilities to deal with accidents.

Fire that comforts us in winter also is a cause of worry, with our houses built so compact. Most places, including towns do not have access to fire tenders. We are very much left on our archaic practices to douse the fire. Ziro,  Pasighat, Aalo and Daporijo are few towns that face major fire accidents every year. Perhaps, time has come for protective mechanism.

In capital region, even though it has access to few fire tenders, in an event of fire accidents, it gets worse as the roads are congested; our own doing and yet again, our feeling of being invincible. We have built houses in every available inch of land. It’s difficult to figure out where the road ends and houses begin.  But then the elements like earth, fire and water have minds of their own, way smarter and destructive than us.

May this winter be better for all of us, minus the dusts, bad road and fire accidents as we celebrate the season with picnics and gorge on fresh oranges from the organic orchards, sitting in sun.

As we talk about comfort of winter sun, there is hope that no one sleeps in the biting cold without a warm cover. Arunachal winter does not last long but let our hope last longer.

Tuki showers Daprorijo with promises

DAPORIJO, Nov 24: To highlight the programmes and achievement of the state, a Vikas Rally with theme 'Arunachal Pradesh towards Progress' was organized by the state government here today.

Addressing huge gathering Chief Minister Nabam Tuki divulged in length on the people centric plans, policies and programmes initiated by his government.

“Our initiatives on social security, economic sustainability and smart governance is being recognised and appreciated by world leaders and many states have approached us for emulating our model” said the Chief Minister.

While exhorting the people to be active partners to development, Chief Minister appealed the citizens to closely monitor each and every developmental works with effective monitoring.

“It is our government and therefore it is our responsibility to ensure that the development fruit is reached to the targeted section” Tuki emphatically said. He asked the local denizens to file complaints if they find or see any substandard work is undertaken or they haven’t received the benefits meant for them through social security schemes initiated by the state government. While responding to series of memorandums submitted by various organisations and local people, Chief Minister assured to establish district session court at Daporijo. Presently all the criminal cases are being trailed at Tezu session court. Tuki also agreed to place Upper Subansiri district under the western zone sessions division under District and sessions court, Yupia.

On the demand for Kebang Ghar, Tuki announced to provide Rs 50 lakhs, while for establishment of a skill development centre at Daporijo, a sum of Rs. 1 Crore was assured. He also hailed the initiative of Horticulture Minister Tanga Byaling to convert Upper Subansiri district into horticultural hub and assured to sanction Rs. 20 Cr for promotion of agri-allied sector in the area which would be utilised for growing large cardamom and such other horticultural products according to feasibility of the area. Five crore was announced for flood control against the area.

Taking note of the dilapidated school building and auditorium, Chief Minister announced Rs. 5 Cr for reconstruction of school building while Rs 2 Crore was announced for construction of Auditorium. Another 3 crore was announced to develop the advance landing ground with an appeal to the general public to refrain from encroaching the existing airfield.

For District Secretariat – Rs 25 Cr was announced while the town beautification and CC pavement road would get Rs. 44 Cr under RIDF. In order to encourage local weavers, handloom centre was announced to be established at Daporijo with an amount of Rs, 5 Lakhs. Indoor stadium got 1 Cr, besides providing TV sets to GBs and Gaon Buris for their role in maintaining peace, law and order at grassroots level, under the Chief Minister's Rural Information Schemes to all GBs in the state.

Minister for Home, Power (elect) Horticulture Tanga Byaling in his address hailed the Chief Minister for his visionary ideology. Saying that horticulture has huge potential to raise socio-economic status of the state, Byaling stressed the need of developing a proper mechanism to make the state one of the top horticulture producing states. He called upon the people to focus more on economic activities like agri and allied sector.

Lawmakers Punji Mara, Dikto Yekar and Nyamar Karbak spoke on the achievements made under the leadership of Nabam Tuki. Former MP Takam Sanjoy and APCC President Padi Richo also hailed Tuki for leading the state towards remarkable development in all fronts.

The day also saw distribution of TV sets to GBs and 1000 mosquito nets and mobile sets to working class under APBOWWB.

 

 

ANSU demands Governor’s ouster

ITANAGAR, Nov 24:  The All Nyishi Students’ Union (ANSU) has today served a 10 days ultimatum to the state government demanding immediate recall of the state Governor JP Rajkhowa for his recent alleged anti-development and anti-Arunachal statements.

Casting doubts over the Governor’s integrity, ANSU General Secretary, Nyanya Gollo while addressing a press conference at the Press Club here, said that continuation of the Governor in the state will be detrimental for a peaceful solution of the Assam–Arunachal dispute.

Gollo also condemned the alleged statement of Tamiyo Taga suggesting the central government to abandon the Hollongi airport and instead upgrade the Lilabari airport in Assam.  

While, strongly condemning another recent statement made by MLA Tamiyo Taga alleging the involvement of Speaker Nabam Rebia in the Tarasso firing incident, ANSU president Byabang Joram termed his allegations as baseless and demanded his apology. The issue concerns the state’s security, hence, no one should come up with such baseless allegations which may harm the peace and security of the two states, Joram said adding that the MLA should be held responsible if any untoward incident takes place as repercussion following his unfounded statement.

Speaking about the 4 lanning of NH 415, Joram blamed the central government of politicizing the vital issue at the cost of the state’s development by thrice returning the unapproved compensation estimates submitted by the state government. He said that the Union has also met the Union Minister of State for Home Affairs, Kiren Rijiju many times but the central government is yet to sanction funds against the said project.     

General Secretary Nyanya Gollo further alleged the RO, Ministry of Road Transport & Highways, Itanagar of submitting a wrong report which stated that the land acquisition of 40 m RoW is not needed as per GoAP notification vide No. DUD/TP-150/2005-06 dated 13.3.2006. Such misguiding report is creating hindrance resulting in the delay in sanctioning of the vital project, he rued. He further, termed the MoRT&H’s direction for an alternate proposal as merely a delay tactics and demanded withdrawal of the new alternate proposal as suggested by the MoRT&H and maintaining the present alignment of NH415 i.e, from Itanagar to Banderdewa stretch, besides immediate sanction of compensation estimates submitted earlier by the GoAP and its subsequent payment.

 

 

It happens only in Arunachal

ITANAGAR, Nov 24: Encroachment of Government lands and quarters are not a new thing in Arunachal Pradesh but selling of government quarter/land illegally by the occupant in East Kameng district has come as a surprise to even the hardened encroachers.

As per complaint lodged with the Chief Secretary by International Human Rights Association (IHRA), one Kashok Solung, who was serving as Range Forest Officer (RFO) at Chayang Tajo allegedly sold a Type-III quarter (no. 2) of Forest Colony, Seppa in which he was living, to one AS Taku, serving as Constable in APP at Rs. 2 lakh in October 2011. The RFO is currently posted at Khupi under Divisional Forest Office, Bomdila. The complainant also informed the CS that an OB type residential building has been constructed at the said plot of land by the buyer.

But, the entire episode became more controversial with contradictory statements given by both the parties and involvement of a ‘third party’.

As per statement given by Solung, the buyer Taku had agreed to pay him Rs.2 lakh only as the cost of the SPT house which the seller (Solung) built in his government quarter premises with prior permission from then DFO, stated a letter submitted to the Chief Conservator of Forest (CCF) by the present Divisional Forest Officer of Seppa Forest Range, a copy of which was made available to this daily by the IHRA.  Solung, however, did not provide any paper obtaining permission from then DFO, the DFO’s letter claimed.

In contradiction to Solung’s statement, buyer Taku, in his statement claimed that he paid the said amount of Rs.2 lakh in the name of one Wari Gyadi and he was simply a witness, the DFO’s letter to CCF said.

On the other hand, Wari Gyadi claimed to have paid Rs.20 lakh to K Solung as the cost of a plot of land near the forest quarter at Forest Colony Type-III Seppa, the letter to CCF said. She, however, did not provide any documents to substantiate her claim, the DFO informed the CCF.

According to the DFO, the claim of K Solung seemed untrue as the money receipt which bears his signature and written statement of AS Taku and Wari Gyadi clearly mentioned that the said amount has been paid to him for the plot of land near his allotted govt quarter at Forest Colony, Seppa.

Meanwhile, IHRA has sought the intervention of the Chief Secretary to take stern action against K Solung and order for a thorough inquiry into whole episode to ascertain the truth.

 

 

Governor confers Mahabir Lachit Award to environmentalist Jadob Payeng

ITANAGAR, Nov 24: Governor of Arunachal Pradesh JP Rajkhowa conferred Mahabir Lachit Award 2015, instituted by Tai Ahom Yuva Parishad, Assam to renowned Environmentalist of Assam Jadob Payeng on the occasion of Mahabir Lachit Divas, at Guwahati today.

The Governor congratulated Payeng for his dedicated endeavour of more than three decades long mission to save the forest cover. He said that Payeng’s forest stands tall, defying the annual cycle of floods and constant erosion caused by the mighty Brahmaputra. People of Assam and North Eastern Region are proud of him and draw inspiration from his Mission.

The Governor said that Payeng’s effort will go a long way in addressing global warming.

Speaking on the historical day in Assam’s history, the Governor recalled the bravery and leadership of Lachit  Borphukhan and said that because of his courage, valour and military skills, he defeated the Mughal aggressors. The Governor urged upon the youth to draw inspiration from one of the greatest warriors and Generals of North Eastern Region.

The Governor also commended the Tai Ahom Yuba Parishad for organising the Mahabir Lachit Divas for the third consecutive years.

The day commemorates the heroic exploits of Borphukan, a commander in the erstwhile Ahom kingdom, who led an army in the historic battle of Saraighat in 1671 which saw the defeat of the Mughals. PRO to Raj Bhawan

 

 

60 percent youth would not choose Agriculture

PASIGHAT, Nov 24: In a recent participatory rural appraisal programme, it was found that most of  the village youths prefer government job and other business than agriculture. Only a sizeable number of rural youth prefers allied agriculture as their occupation like fisheries, piggery, diary, poultry and goat farming.  The  researchers in their study found that 60 percent of the village youth are not interested in agriculture as an occupation and only 23 percent are interested to take-up agriculture and rest are undecided.

The study under ICSSR sponsored project implemented by the Central Agricultural University (CAU), College of Horticulture and Forestry, Pasighat was conducted by a team of researchers led by Ponung Kakki and under the guidance of the Project Director, Associate Professor (Extension Education and Rural Sociology), Dr. R. Saravanan.  The participatory rural appraisal and focused group discussion on “Agriculture and Socio- Economic Issues among Rural Tribal Youth in North East Hill Region of India” was  conducted at Rani Village of East Siang district.

According to the programme, the main causes for the youth’s disliking for agriculture is that the production from agriculture is very low which is insufficient and cannot fulfill their family’s needs, the rural youth want to have a decent  living, which cannot be had from doing substance farming, they opined.

Further, the study indicated that lack of training opportunities for skill enhancement and modern technology, non-availability of timely agricultural advisory services for better farming makes agriculture less preferred occupation for the rural youth. It is also observed that 10 per cent of the youth preferred to migrate for job in other places.

During the discussion, the Project Director, Dr. R. Saravanan indicated that the research team is planning to have a village level consultation and focused group discussions in the selected 112 villages from 56 blocks of seven states of North-East hill region characterized by the socio-economically less developed and developed, mountainous and also plain areas. Along with this, research team is also conducting individual household survey among the rural youth to document the status of youth migration, employment, gender and socio-economic issues, attitude and training needs of rural youth in agriculture.

 

 

Demand for separate ICDS project under PMC area figures in meeting

PASIGHAT, Nov 24: The Pasighat Municipality has expressed the need for a separate Urban ICDS project at Pasighat Municipality Area. The demand for the separate ICDS project prominently figured in the Block Level Monitoring & Review Committee (BLMRC) meeting of Pasighat Municipality Area for ICDS Scheme held today at Solung Ground, Pasighat.

The meeting assessed and reviewed the services and activities being carried out in Anganwadi Centres running in various locations under Pasighat Municipality area. Presiding over the meeting, PMC Dy. Chief Councillor, Kaling Darang appealed the ICDS functionaries for better delivery of services under the scheme to the targeted beneficiaries. He advised and encouraged the AWWs to work with an open heart and on a missionary mode.

Earlier, the CDPO Pasighat, O Panyang detailed the various activities undertaken by the Women & Child Development department, role and responsibilities of Supervisors, Gramsevikas and Anganwadi Workers. He also outlined about the convergence of services with the linked department like Education, Medical, PHED etc. Medical Supdtt. Dr. YR Darang advised the AWWs to cooperate with the ASHA for health care of children and women in the Anganwadi Centres. She suggested for identification of disabled children in the AWC who may be referred for further medical aids and other facilities.

The reports of Anganwadi Level Monitoring & Review Committee (ALMRC) presented by respective AWWs were discussed and relevant issues would be placed in the District Level Monitoring & Review Committee (DLMRC) meeting. The relevant views and suggestions given by the Councillors and other members of the BLMRC were duly recorded, particularly the demands for a separate Urban ICDS Project for Pasighat, stated a release. DC exhorts youth to catch up with rest of fast moving world

KHONSA, Nov 24: Tirap Deputy Commissioner Ravi Jha exhorted the youths to make sincere effort to catch up with the rest of the fast moving world.  He was speaking during Mr. and Miss Chalo Loku pageant-2015 organized by Nocte Chalo Loku Committee here on Monday.

Appreciating the organizers and sponsors of the event for providing opportunity to the youth to showcase their traditional culture and talent through such platform, Jha suggested the organizers to involve participants from interior areas also. The DC passionately appealed to the youth to zealously guard and preserve their rich culture and traditions adding that their culture was their identity.

He also told the huge gathering that efforts should be made to open tourism ventures to employ the youth gainfully and assured to extend all possible help and support from District Administration.

The Deputy Commissioner crowned the Mr. Chalo Loku and Miss Chalo Loku and gave away the awards to winners of various categories.

Tangbang Bangyang and Ngunthan Mema won the Mr. Chalo Loku and Miss Chalo Loku, 2015 titles respectively and were awarded cash prizes. Donglin Tangdong and Danwang Moidam won the Mr. Chalo Loku first and second runners up titles respectively. The sub-title for ‘best dress’ and ‘best stylish walk’ were won by Kowang Mesia  and Wangjun Wangsam.

Pheron Loham and Thetcha Lowang won the first and second runners up title in Miss Chalo Loku contest respectively.

Subtitle for Best dress went to Hocha Poakna while the sub-title for Best Personality was bagged by Chasiat Lowang. Best Cat Walk award went to Jumcha Lamaty.

Speaking on the occasion,  Wangmaan Lowangcha, a prominent public leader said that this sort of event would bring unity, oneness, understanding among the Noctes of different villages in particular and district as a whole. Lowangcha urged the Nocte youths to follow the footprint of the ancestors in preserving, protecting and promoting the aged old Nocte traditional culture adding that a society without culture is called animal.

The beauty pageant organized as a part of Chalo Loku celebration was sponsored by Wangmaan Lowangcha and his family.

 

 

Sumo falls into deep gorge, 3 dead, 10 injured

AALO, Nov. 24: In a fatal motor vehicle accident, a Yomcha bound Tata Sumo carrying 13 people, including the driver; fell into a deep gorge at Kalamati in between Tabasora and Yomcha leaving three dead and 10 injured grievously on Monday.

The driver of the vehicle succumbed to his injuries in the wee hours today at General Hospital here taking the death toll to three.

The survivor among the passengers is a courageous kid who screamed for help.

The situation could have gone worse but timely humanitarian interventions at all level in terms of immediate rescue operation, uploads of information on social networking sites did wonders to save many precious lives.

Yomcha ADC Kego Jilen immediately rushed to the spot with his entire manpower at Yomcha, evacuated all the injured to the General Hospital within a short time. West Siang DMO, Dr. Marbom Basar along with nurses too rushed up to Tabasora to treat the injured persons at General Hospital, Aalo.

Meanwhile, KKWS, who helped in the rescue process has deeply mourned the death of three passengers and wished speedy recovery of the injured. DIPRO

Expressing shock and grief over death of three persons in the accident Galo Students’ Union appealed to the District Administration to take necessary steps to prevent such untoward incidents in near future. GSU also appealed to all the public, youth and students to follow traffic rules and avoid rash and reckless driving.    

The accident had reportedly occurred due to negligence of the driver, GSU was told by the passengers who survived the accident.

Our Ruksin Correspondent adds: One Nandalal Singh (39), a driver serving in State Health Department died in a road accident in Assam on November 22.

Singh, who was riding on a bike was mowed down by a 10-wheeler truck coming from opposite direction on National Highway 52 at Laimekuri Tinali around 25 km from here.

Singh hailed from Hojai in Nagaon district of Assam.  

He was an active member of All Arunachal Pradesh Workers Union (AAPWU), Nari-Koyu unit (block).

Meanwhile, AAPWU, Nari-Koyu unit urged the State Government to extend ex-gratia to his family members as per government norms and provision. Singh left behind his wife and two young daughters.

Debate on intolerance goes on

After Shahrukh Khan, another Bollywood superstar Aamir Khan has landed himself in controversy for airing his opinion on intolerance debate.  At an award function in Mumbai last evening, actor joined the number of artists and writers protesting against rising intolerance in the country, saying that there is a sense of insecurity in the country. He also told that his wife had contemplated to leave the country. The statement has generated heated political debate. Today political row erupted between BJP and Congress over his remarks. While BJP has criticized the actor's comments, Congress has extended its support.

Khan also received severe criticism including abuse in twitter and Facebook. Veteran actor Anupam Kher who is the husband of the BJP MP Kiron Kher led the fire fight against him. Though, Aamir went too far by talking about leaving country but it is unfair on the part of BJP and it supporters to abuse him. Their vitriolic reaction against him shows how intolerant India has become. In our country every individual has freedom to express their opinion and Aamir Khan has just exercised his right. By calling him anti-national for airing his personal view is very wrong and sets bad precedent. If an influential person like him is criticized for airing personal view, then imagine how BJP and its supporters will react if ordinary people expresses their opinion about various issues. By attacking Khan, they are only justifying his comment on intolerance. Infact by attacking Aamir Khan they are taking debate on intolerance to the next level.

Time to tame the demons in us

Dear Editor,

Bihar elections are over and the results are out. Many, among the political pundits were embarrassed to see the results going against their predictions. However, this time, many, among the political observers and at least some in the media became hysteric as they had enough to smile broadly and laugh wildly as the outcome of the elections went the way they wanted. After all, the much eulogized Modi Wave is fading away, they declared. There is a sigh of great relief on their face. According to them, his much publicized 56 inch chest has sunk into a mere delicate skeleton and ultimately he is down and dejected. Bihar elections had actually blown a bit of oxygen into the ailing Congress's lungs. Rahul Gandhi began to feel that he might do wonders in the coming assembly elections in different states. Confidence is good and he might take a little leap from where he is at present. But Modi is always a big embarrassment to Congress and other opposition parties. Modi lost the battle in India but won a diplomatic battle in the G20. The world leaders began to keenly listen to the Indian Prime Minister. Observers say this was not the situation in the past. The analysis is that Modi brought India to the world stage with a different design which is passionately fashionable. He made the world believe that the country is a place where they can do business with the greatest of ease. He still has more than three years to articulate his plans. Therefore, it is too early to predict the possible fading away of the Modi Wave.  Whenever Modi goes on tour, it's a happy job done for the opposition to pass judgment on him. They find ridiculous reasons against his foreign trips. It is good and what else they will do. Modi's speeches are viral in the social networking sites. The popularity that he manages to get outside the country embarrasses some but comforts millions in India and abroad alike.

India is an ancient nation but modern in several ways and free compared to many other countries. But something seriously wrong is smelt in it. We, the largest democracy, the oldest surviving civilization, the country of cultural versatility and the country that upholds its constitutional values with utmost priority, is falling behind and panting in real time situations, without being able to discriminate good and bad. A nation, despite its being a land of cultural variety, where the greatest human values were practiced in to their deepest meanings, has now become a country which exists only to stage-manage petty political feuds between the political parties where maximum of the politicians are masters of hypocrisy. Everyday a political party is formed when someone's vested interests are not met in his previous party. The countrymen have almost become a confused lot with no ability to see the reality and drag themselves into an unpardonable penury.  While projecting the country as an emerging world power, everybody, even the ministers at the top are aware that we are a big but economically poor nation with millions of children suffering of malnutrition related problems. India's population is expected to overtake China's by 2035. The situation is so alarming that the high population densities have led the country to overloaded systems and infrastructure in urban areas. A large number of children of our country are still out of schools or they are deprived of quality education.  According to a study, the momentum of the population in our country is so rapid that 66000 primary schools and almost 3000 primary health centers have to be started every year to meet the requirements in these areas. However, it seems, there hasn't been any serious steps taken to meet such alarming situations. The big question is; are we prepared to face these uncountable challenges ahead.

Petty issues and political feuds must end. The country must be the priority for everyone. Let religion, politics and other things be second. To set this thought right, we must first tame the demons in us.

Unfair voting

Dear Editor,

Through your esteemed daily, I would like to share my deep concern over the ongoing musical competition "Arunachal Idol-2015".

I follow the programme every week in television and happy to see young talented singers of our state. Though they are not trained, they are born talented. Even the programmes is being shown very professionally.

But the unlimited voting from a single SIM is unfair means.

Indirectly or directly financially sound contestants will take the trophy because every one wants their child to be win.

In the last episode, both my favourite contestants got eliminated only because of lack of votes. It doesn't mean rests are not good but some of they may also belong to poor family.

Therefore, I earnestly request the organisers to keep single SIM, single vote in next season so that a deserving would win.

Release salary on time

Dear Editor,

I would like to inform the department of Panchayat Raj and Government of Arunachal Pradesh that Computer-cum-Account Assistants working under Rajiv Gandhi Panchayat Shashakti Karan Abhiyan (RGPSA) scheme on contractual basis has not been paid salary from the last 7 month. Has the department or Govt forgotten us?  Why this discrimination in payment against contractual staff in Arunachal Pradesh. If the government can't pay salary to staff, they should not have created the posts and spoil the lives with uncertainty.

How can a person survive without money in today's world?

I request and hope that the department and Govt. will work together to release payment as soon as possible without delay.
